The original quote was actually one of the game designer's spouses, they'd set up some game groups and were watching them play to give them ideas for designing the next edition (going from 3.5 to 4e). She was saying that there was a lot of pointless fucking about and argument.

Which is partly to do with the system you're using, but it's more about the people at the game table and the GM. Now, pointless fucking about can be fun, so if the players are unproductive but having fun, it's all good, some of us are just here for the snacks after all. But if things are getting boring, it's time for the GM to get things moving.

Thus my earlier comment that GMs who agree with the "20 minutes of fun packed into 4 hours" comment are probably just crap GMs.
