St. Louis Missouri UCAS: The Gateway City

General History: Once a hub of manufacturing, transportation and trade St. Louis fell on hard times in the early part of the 21st Century. As manufacturing jobs fled the country, and crime and poverty worsened St. Louis like many US cities saw its standard of living drop dramatically. As more people fled the rural areas for the false comfort of potential urban jobs, and a higher standard of living the city grew dramatically. By the time of the awakening the city was bursting at the seams, having seen its population grown dramatically in ten years. Crime rates soared, and as city leaders made drastic cuts to goods and services the city became increasingly dangerous. Organized crime syndicates seeing a variety of opportunities threw their weight behind various gang factions in the city. As the citizens of the St. Louis greater metropolitan area tried to survive the violence they barely had time to notice what was going on in the world around them.

As the United States Congress approved the Resolution Act in secret, utilizing powers the government had granted itself during the various conflicts in the past decade in the War on Terror St. Louis became an instrumental hub in transporting undesirables of all sorts to relocation camps throughout the Midwest-places like Abilene, Wichita, Alliance, Rapid City and more. Unprepared for this sort of mission the military subcontracted a variety of this work to various private corporate security providers who rapidly purchased large tracts of land in St. Louis to set up transfer and temporary detention centers in St. Louis. As the Guerilla War grew, suddenly the city found itself all too close to the front lines of an American Civil War! As the war grew in scope, and more military units transitioned through the city on their way to meet both Guerilla’s and some units that had completely switched sides. When the Sovereign American Indian Movement simultaneously detonated Mount St. Helens, Mount Hood, Mount Ranier and Mount Adams the city was already on edge, and riots and looting broke out for nearly a week, before peacekeeping forces from both the military and various corporations interceded to quell unrest. Following the Treaty of Denver the city suddenly found itself a strategically located and convenient place for various military units.

Because much of the city’s infrastructure had been looted by various city officials or corporations and hadn’t been properly maintained in decades the Crash of ’29 really didn’t damage the city as much as other cities. In fact the city benefited from the various post crash resources it suddenly found the money to upgrade a variety of infrastructure projects, including Scott Air Force Base which found itself home to the newly located 12th Air Force Command. The secession of the Confederated American States in November of 2034 saw tensions running high in the city, as many feared a new civil war; however the transition was pretty uneventful.

Suddenly finding itself on the border of both nations St. Louis benefited as embassies were erected, trade deals inked and the next thirty years saw a period of great prosperity. A number of megacorporations expanded their operations in St. Louis-especially Ares and Saeder Krupp-whose heavy industrial subsidiaries gained a number of prestigious construction contracts. The second crash hit St. Louis hard-and disenfranchised entire neighborhoods. Gang violence and looting was again suppressed by a joint military and corporate peacekeeping force. (To this day Knight Errant suffers from poor public perception in most of St. Louis.) The city was again thrown into turmoil when the new Revolution tried to take control of the UCAS-but a combination of distance from Washington and apathy on the part of the citizenry combined to make this an almost anticlimactic event.

After Seattle went live with its wireless matrix project the city has spent the last several years making deals with various companies to get its own wireless network off the ground. Thanks to massive support from both Ares and Saeder Krupp, as well as support from the local military bases this has been a successful project, bringing a variety of new jobs to the city!

Climate

St. Louis lies in the transitional zone between the humid continental climate type and the humid subtropical climate type (Köppen Dfa and Cfa, respectively), with neither large mountains nor large bodies of water to moderate its temperature. It is subject to both cold Arctic air and hot, humid tropical air from the Gulf of Mexico. The city has four distinct seasons. Spring is the wettest season and produces severe weather ranging from tornadoes to winter storms. Summers are hot and humid, and temperatures of 90 °F (32 °C) or higher occur between 35 and 40 days a year, while days of 100 °F (38 °C) or higher occur usually no more than five days per year. Fall is mild with lower humidity and can produce intermittent bouts of heavy rainfall with the first snow flurries usually forming in early or mid November.Winters can be cold and snowy with temperatures frequently below freezing. Winter storm systems, such as Alberta Clippers and Panhandle hooks, can bring days of heavy freezing rain, ice pellets, and snowfall.

The average annual temperature for the years 1970–2070, recorded at nearby Lambert-Saint Louis International Airport, is 56.3 °F (14 °C), and average precipitation is 38.9 inches (990 mm).

Winter (December through February) is the driest season, with an average 7.3 inches (185 mm) of precipitation. The average seasonal snowfall is 22.2 inches (56 cm). Spring (March through May), is typically the wettest season, with 11.4 inches (290 mm) of precipitation. Dry spells lasting one to two weeks are common during the growing seasons.

St. Louis experiences thunderstorms 58 days a year on average, seeing a dramatic increase in the storm activity after the awakening and the events that lead to the Treaty of Denver. Especially in the spring, these storms can often be severe, with high winds, large hail and tornadoes. St. Louis has been affected on more than one occasion by particularly damaging tornadoes.

Some late autumns feature the warm weather known as Indian summer; some years see roses in bloom as late as early December.

Plane: Lambert-St. Louis International has gone through a number of upgrades, and remodeling especially after it was destroyed several times by tornadoes and other forms of Guerilla magic during the Indian Wars. Most recently a tornado destroyed several runways and corporate hangars in 2071. A joint venture between Saeder-Krupp and Ares saw reconstruction completed in record time. Close to both Whiteman Air Force Base and Scott Air Force Base Lambert St. Louis International sees a high level of both corporate and military traffic, in addition to civilian traffic on the field.

A number of small private carriers operate in the area, providing air cab services, as well as private courier and cargo services.

Automobile or Bus: Accessible by several major roadways getting into St. Louis is relatively easy from inside the UCAS-interstate’s 70; 40; 55 and 64 all lead into the City. From the Confederated American States northbound 55 and 44 lead into the city and security is pretty unpredictable. As tensions flare so does the level of security you can expect crossing the border. Despite frequent agitation between various groups trying to stir up trouble it’s relatively easy to cross over from one side of the city to the other.

St. Louis does not have a comprehensive Grid Guide system.

Rail: St. Louis has long been a hub of rail transport, and remains one of the busiest rail destinations in the UCAS and North America. Most of the rail traffic is automated these days, but commuter lines still run through various portions of the city.

River: Located on the Mississippi St. Louis is both a major trading port, as well as one of the busiest recreational ports in the UCAS. Security along the border is difficult to enforce due to the high volume of traffic on the river.

Numerous small independent operators run both passenger and cargo lines on the Mississippi and it's numerous tributaries. Lone Star maintains a sizable but still inadequate river patrol unit.

Politics:
St. Louis is divided into 28 Wards; each is represented by an Alderman. An additional Alderman serves as the Deputy Mayor and City Council President. Aldermen are elected to 2 year terms, with no term limits. The Aldermen meet once every week, and most have a full or part time job outside the Council. Recent physical altercations at the council have erupted into serious violence, including at least two shootings.

The Mayor is elected to 4 year terms, and currently the office is held by the very popular Justin Mudd, an Ork who used to be a corporate mercenary and combat biker. Mayor Mudd ran on a platform of trying to fairly provide services to the various poor and underprivileged communities that have traditionally been ignored by the city and various corporations for the last few decades.

The Mayor has recently been at odds with the United Corporate Council-which represents the various large agricorps, construction companies, transportation companies and biotech companies in the area. Comprised of 7 members the UCC technically operates only in an advisory capacity, but is widely believed to control many of the Aldermen in the city.

Crime:

St. Louis has always been a city plagued by crime. Street Gangs and Organized Crime have long battled for control of the mean streets of St. Louis. As early as the 19th century the city was a center for bootlegging, and other rackets controlled by the Mafia, but by the late 20th Century a variety of Street Gangs had grown powerful enough to give the three major families some real challenges.

Organized Crime:

The Mob:
Three families vie for control of St. Louis-the Giordano’s (backed by the Detroit Families); the Giambrone’s (a fixture in the St. Louis bootlegging and smuggling arena since the 19th century) and the Trupiano’s who currently control the majority of the rackets Downtown, and are backed by the New Orleans and the New York families.

The Giambrone Family:

Currently headed by Johnny Vito “Johnny V” Giambrone the Giambrone Family controls much of the muscle rackets, as well as having major interests in gambling, prostitution, smuggling and running a variety of chips, alcohol and other mind benders to the north east side. Johnny V is the youngest of the local Don’s at 45, and the most progressive. He actively recruits metahumans, women and pretty much anyone who can handle the pressure and expectations he places on them.

The Giordano Family

Lead by Pasquale “The Animal” Giordano the Giordano Family spends as much time trying to undercut the other families, and making war with various Street gangs as it does muscling local businesses, squeezing protection money from anyone they can, kidnapping and murder for hire. Don Giordano is a brutally cruel man, who enjoys inflicting pain on others and has a street rep for being vindictive, and easily angered. Giordano hitters live a dangerous life, and see a lot of work.

The Trupiano Family

The Trupiano’s control most of St. Louis-carefully balancing the support of the New Orleans syndicate and the New York Families in order ot keep on the top of the pile. Lead by Michael “Mickey Bats” Trupiano the Trupiano’s Family has their fingers in everything and anything that can earn. Don Trupiano has undergone Leonization to maintain his youthful appearance, and is rumored to make use of a variety of cybernetic enhancements to help him multitask his mind. His reputation for having a long memory is legendary; always managing to settle up a score, or collecting what’s owed to him and his family.

The Triads:

Holding territory in University City, and relying upon the local Triads rely entirely upon hiding in the city’s small ethnic Chinese and Vietnamese communities to avoid attention from the Mafia Families that have a stranglehold on the cities underworld. There are two Tongs of note in St. Louis the Broken Tooth Society and the Four Brothers Association. The Broken Tooth Society has connections to various New York Tongs, and specializes in black market electronics and biotechnology. The Four Brothers Association is known as the most magically active syndicate in St. Louis, claiming numerous adepts, and magicians amongst its ranks.

The Yakuza: There is little, if any Yakuza presence in St. Louis.

Seoulpa Rings: There are no known Seoulpa Rings operating in St. Louis.

Street Gangs:

St. Louis has always been a busy hub of gang activity. The awakening and fracturing of the old United States hasn’t changed anything. In fact in some ways parts of St. Louis are even worse, especially with the massive explosion of the local Ork population, most of who came from the poorer black communities of the past century. These are some of the local players, and a brief description of how they measure up on the scene:

First Tier gangs:

The Black Mafia Family: Founded by the Flenory Brothers in the 1980’s the BMF started out as a drug distribution stop on the route from Atlanta to Los Angeles, but expanded to a variety of other activities. The gang suffered a series of setbacks in first few decades of the 21st century seeing a lot of its leadership ending up inside prisons across the old United States. However after the awakening the fall of the old United States many of these hardened gangsters were released, escaped or otherwise fell between the cracks. They returned to St. Louis were they hid in various ethnic neighborhoods. A large number of BMF members goblinized, and ever since the vast majority of this gang has been recruited from ethnic Ork neighborhoods.

Today the BMF has chapters throughout the CAS and UCAS. They deal primarily in weapons, drugs and extortion. Heavily influenced by Prison Islamic groups the BMF is a pseudo Islamic organization, and is believed to have connections to various Islamic terrorist groups.

Galloping Goose MC:

The Galloping Goose is an MC affiliated with the Hell’s Angels, and is famous for their blatant disrespect and hatred of law enforcement. They own a series of small bars and chapterhouses from throughout the city, and are rumored to own several small farms north of the city. They are also known for taking contracts from the Trupiano family, and their animosity towards the Black Mafia Family.

Second Tier gangs:

Gangster Disciples: Originally from Chicago, the GD’s in St. Louis managed to get their own city after the events of Bug City. Still affiliated with the Chicago Organization the GD’s in St. Louis are struggling to make ends meet, and to keep out from under Chicago’s thumb, and maintain their independence. Currently the leadership of the local chapter is an Ork by the name of “Crumb G”-who’s rumored to be a very talented electronics specialist; and to have extensive knowledge of surveillance and security systems.

Rollin 60z : A Ork Go-Gang that terrorizes Interstate 64, and is loosely affiliated with the Kitchen Crips. The Rollin 60z make heavy usage of both motorcycle’s and watercraft to patrol their territory and have frequently taken contract work from the Giordano Family, who don’t mind using the 60z as disposable asset’s.

Boys of Destruction: This Troll Go-Gang is believed to have connections to the BMF, and is extremely violent. Using modified combat bikes, quads and trucks they terrorize interstate 70 where it meets interstate 55. Chapters operate on both sides of the border and they’ve had a number of very public runs in with both the UCAS and CAS military. The Boys of Destruction and the Rollin 60z are sworn enemies, often battling it out on the roadways at night.

Third Tier Gangs:

El Forastero Motorcycle Club: Associated with the Cutter’s and a variety of of other 1% outlaw motorcycle gangs. The El Forastero MC has chapters in Missouri, Iowa, Minnesota and the Dakotas. They deal mainly in drugs, weapons and smuggling as well as having extensive contacts in the UCAS military.

The 49th Street Gang: An Ork street gang that specializes in slinging drugs and small arms, as well as street violence. They denote membership with tattoo’s; and black and green colors. Their leader is a particularly violent Ork known on the streets as “Shotgun” because of his preference to kill his victims with shotguns.

Kitchen Crips: Another Ork Street Gang-they mostly do small time robberies; thrill kills and minor league extortion of local businesses. They denote membership with “KC” tattoo’s, and by wearing blue Kansas City sports gear.

All Mighty Vice Lord Nation: Vice Lords have plagued St. Louis since the late 80’s. A lack of real leadership and frequent infighting means they’ve never really managed to get into the big leagues. However they account for a disproportionate share of the street violence in St. Louis. Like many of the ethnic gangs of the last century their membership is comprised of a high number of Orks and Trolls.

The Green Dragons: This ethnic Chinese street gang is loosely associated with the Broken Tooth Society, and operates in the University City neighborhoods. The Green Dragons denote their membership by tattoo’s; and green numbers.

Mongolian Boys Society: The MBS is another ethnic gang that also has a large number of Orks and Trolls. The MBS is a very violent gang that has a large presence in local jails, and known for their violent initiation process. Their leader is a augmented troll by the name of “Two Time” who was recently released from a youth prison after serving six years on a manslaughter charge.

City Services

St. Louis like many UCAS cities has privatized a large number of its municipal services-including but not limited to Police, Fire, Sanitation, Corrections and Human Services. These providers all send an official representative to the Municipal Advisory Council-a non partisan organization that serves at the Mayor’s pleasure.

Law Enforcement: Currently St. Louis has a contract with Lone Star Security Services that is up for renewal in 2075. After the loss of the Seattle contract to Knight Errant Lone Star has stepped up its operations across the Americas and St. Louis has recently had a new Chief of Police brought in from Austin-an Ork by the name of Standard Banks from Austin. Chief Banks has stepped up his anti gang task force and Organized Crime units.

St. Louis has six Municipal Jails, and the metropolitan area has two State Correctional Facilities and a single Federal facility. One of the State and all of the Municipal Jails and Prisons are run by Lone Star Security Services. The other state facility is run by Knight Errant.

Fire and Emergency Medical Services: Franklin Fire Services has held the contract for the cities fire services for the last two decades, and is an immensely popular corporation especially after continuously turning down offers from various Aldermen to pass ordinances to create “pay for Spray” policies.

Emergency Medical Services are divided among three providers in St. Louis: Doc Wagon, Crash Cart and Nightingale’s. All three provide a wide variety of options ranging from free immediate medical response to options that cost much more.

Sanitation: St. Louis currently lacks a comprehensive sanitation provider instead a host of independent providers ranging from companies like Waste Management and Granger to Two Orks and a Truck all fight for a piece of the pie. Repeated investigations have been opened to possible connections to Organized Crime’s involvement in the sanitation business, but to date have failed to result in much beyond flashy headlines and the occasional public feud between providers.

Public Transportation: St. Louis has sixteen registered taxi cab companies including but not limited to: Johnny Cab, Yellow Cab, Checker Cab (A service that caters heavily to the larger sized metahumans like Troll’s and Orks); and many others. Bus service throughout the city is provided by City, with heavy reliance on grants from Saeder Krupp and Ares, as well as numerous other corporate donors looking to improve their reputation in the city. There are also numerous heliports, and VSTOL services for the wealthier and corporate commuters in the city

Law Enforcement:

The city of St. Louis and Jefferson City both subcontract their local Law Enforcement to the private security provider Lone Star Security Services. Unlike the company’s reputation in many large cities Lone Star enjoys a great deal of public good will in most parts of the city, and the local press. Newly appointed Chief Standard Banks is a recent transfer from Austin’s Military Liaison Division. He’s hit the ground running, and has beefed up a number of divisions-Robbery Homicide; Organized Crime, Gang Task Force; Public Relations and Patrol’s watercraft division.

Knight Errant and several other major security providers operate privately in the area, but they do not enjoy great public relations in the area-Knight Errant is especially reviled after the riots of 64 and 65. KE operates through a number of private operators, as well as maintaining extensive corporate contracts on the UCAS side of the border. Knight Errant is not allowed to operate in Jefferson City, or elsewhere on the CAS side of the border.

The state of Missouri still maintains a State Police force that does have Jurisdiction in St. Louis and the surrounding areas. These sworn officers are paid by the State, and while generally on good terms with Lone Star they tend to see themselves as class apart from various private security contractors. The State Police do maintain a highly trained Emergency Response Team, which often acts as back up to local gang task force operations.

The UCAS government also maintains a permanent presence in St. Louis for a number of federal law enforcement agencies-ATF; FBI; the Secret Service’s Treasury Division; U.C.A.S. Marshall’s; and a number of other agencies all operate in the area. Rumors persistently state that the NSA and CIA both operate long term surveillance operations in the area aimed at both the CAS and the NAN. The Justice Department maintains a large complex just north of downtown St. Louis-which includes a Federal Holding and Detention Center.

Most of the city jail’s and one of the state correctional facilities are run by Lone Star, and locally enjoy a reputation as particularly violent and brutal facilities. Lone Star also runs six jail facilities in Jefferson City. Knight Errant runs a single correctional facility on the UCAS side-the Hickey Park Maximum Security Prison, known locally as “The Pit”. The Pit is built almost entirely underground, and houses a large number of corporate prisoners and high risk and super assaultive offenders.
