Is this historic or alt-historic? I know, monsters and supernatural threats, but just wondering how deeply that influences the setting.

It is alt-history. The premise: Caligula is a god and at war with Neptune. He establishes a secret order to fight the sea god called the Servants of Gaius. From there the GM can decide how many mythic or supernatural elements to bring in. For the most part it follows standard Roman history and is well grounded in the historical setting. You can even ignore the whole Neptune aspect of the game and run a standard sword and sandals campaign.
